Cecilia E. Barbosa, MPH, MCRP is Executive Director of the Virginia Public Health Association and owner and principal of cBe consulting (aka NiCe, LC) that directs projects and studies in public health management and epidemiology. Prior to this, she was Director, Division of Child and Adolescent Health, Virginia Department of Health where she directed statewide child and adolescent health programs worth $18 million to assure the improvement of health and well-being of all children and adolescents in the Commonwealth, including children with special health care needs. She is on the Board of Fan Free Clinic and has served as President of the Virginia Public Health Association and Chair of the Board of Richmond Montessori School in Richmond. She has lived in Richmond for over 20 years. A citizen of both Brazil and the U.S., she speaks Portuguese, Spanish, French and some German. She has lived in Brazil, Dominican Republic, Austria, Italy, Switzerland, and France. She received her Master of Public Health and Master of City and Regional Planning degrees from the University of California at Berkeley and her BA degree in Biology from Smith College. She has also studied at the Universidade de São Paulo, Brazil and the Université de Genève, Switzerland. She is a 2008 graduate of Leadership Metro Richmond.
