The Institute for Public Health Innovation (IPHI) is recruiting a part-time (0.5 FTE) Program Manager to provide day-to-day oversight for the Virginia Local Performance (LPS) Site of the Mid-Atlantic Regional Public Health Training Center (MAR-PHTC). There is the potential for increased hours as additional funding opportunities are identified. The LPS Program Manager will coordinate efforts to identify training needs of the current and future public health workforce in Virginia and identify existing and develop new training resources and opportunities to meet those needs. The Program Manager will strengthen existing and develop new relationships with governmental and non-profit public health organizations, universities, healthcare systems, federally qualified health centers, and other key stakeholders. This work is funded by the Health Resources and Services Administration (HRSA) and administered through the Region III PHTC Administrative Office in Pittsburgh, Pennsylvania. 

EDUCATION AND EXPERIENCE:  Graduate degree in public health, adult education or a related field required, with a minimum of five (5) years experience working on public health training; planning; and/or program or policy development, implementation and evaluation.

COMPENSATION:  Salary range of $32,000 to $37,000 based on part-time position, experience and relevant qualifications. The Fiscal/Administrative Assistant will assist the Executive Director with accounting and financial record-keeping, manage database files, and perform routine office and clerical duties to assist with general operations.

Major responsibilities include:

• Monitor, reconcile, and assist with fiscal administration, including but not limited to budgets, funding, grants, contracts, payroll, employment, travel, and/or purchasing
• Receive and review all incoming bills/invoices, resolve discrepancies as necessary and enter invoices into QuickBooks Online for payment
• Maintain current knowledge of grant funding policies, regulations, and procedures
• Perform a range of diverse administrative activities such as answering telephones, assisting and resolving problems and inquiries, review and control of incoming and outgoing correspondence, and follow-up on operational commitments

Minimum Requirements

The ideal candidate will have at least four (4) years of experience in complex clerical work in one or more fiscal/administrative functions such as bookkeeping, accounting, budget management, or grant administration. Fluency with QuickBooks Online, word processing and data management systems, particularly Microsoft Office. Excellent verbal and written communication skills, with the ability to effectively communicate with diverse groups. Familiarity with standard administrative, budget and financial policies and procedures.

• Analyze, research and compile data, develop information and consider available solutions or alternate methods concerning strategic goals, as well as all other functions pertaining to policy and program development

• Provide technical assistance in defining metrics and developing data collection instruments across a range of policy and evaluation projects

• Develop, write and edit reports and briefs that demonstrate analytical information to inform decision-making processes for internal and external audiences

Minimum Requirements

The ideal candidate will have at minimum a Bachelor's Degree from an accredited college or university with preferable coursework in public policy, public administration, public health, or related field with at least three years’ experience in a program evaluator, program analyst role or related field.

Master’s degree in public administration, public health, health administration, education administration, community/workforce development, or other health-related field. Familiarity with the communities of the AHEC catchment areas is also desired.
